Hawaii is welcoming international guests to the islands, and these are the current requirements until March 25th, 2022. (source)
There are three ways to enter the state of Hawaii from around the world, and each route requires different restrictions.
Direct International Travel to Hawaii
- Non-U.S. citizens who are traveling directly to Hawaii from an international destination must present both proof of vaccination AND a negative COVID-19 test result (NAAT or antigen) taken within three (3) days of boarding a flight to the United States according to the U.S. federal regulations. - U.S. citizens who are flying directly to Hawaii from an international destination will have two options: (source)

- Fully vaccinated travelers must present both proof of vaccination AND a negative COVID-19 test result taken within three (3) days prior to boarding a flight to the United States.
- Travelers not fully vaccinated must present a negative COVID-19 test result taken within one (1) day of boarding a flight to the United States.

Other than the requirements listed above, there will be no additional State of Hawaii requirements for passengers flying directly into Hawaii from an international destination.
Airlines will screen passengers at the airport prior to their departure to the U.S.
If foreign passengers fail to meet both requirements, or if U.S. citizens fail to meet one of the two requirements, you will not be allowed to board the flight.
Please note that international travelers do NOT need to be tested by Trusted Travel Partners specified by the State of Hawaii under the new international federal requirements, and will ONLY be required for unvaccinated domestic travelers.
Non-Direct International Travel to Hawaii
International passengers entering the U.S. from another state or territory will be treated as domestic travelers when entering the State of Hawaii, and will need to follow the Hawaii Safe Travels requirements listed here.
This will mean that you will have to create a Hawaii Safe Travels account, and upload proof of vaccination.
If you do not create a Hawaii Safe Travels account or upload your proof of vaccination before arriving into Hawaii, screeners will assist you on arrival.
Domestic Travel to Hawaii
Domestic travelers (U.S. citizens & Non-U.S. citizens) when entering the State of Hawaii, will need to follow the Hawaii Safe Travels requirements listed here.
You will have to create a Hawaii Safe Travels account, and upload proof of vaccination OR negative COVID test within 72 hours of departure in order to avoid mandatory five (5) day quarantine.
If you do not create a Hawaii Safe Travels account or upload your proof of vaccination before arriving into Hawaii, screeners will assist you on arrival.
